Conferences
At the
heart of the Community of Democracies movement are its bi-annual
conferences attended by the Foreign Ministers of over 100
countries from democracies and from those countries aspiring
to and taking steps toward democratic rule. Adherence to the
principles enunciated in the "Warsaw
Declaration" is required for participation. The conferences
are organized by Ten Convening Countries: Chile, the Czech
Republic, India, Korea, Mali, Mexico, Poland, Portugal, South
Africa and the United States. Held in parallel to the Ministerial
Conference is a Non-Governmental Forum attended by democracy
advocates and activists and delegates from civil society.
The Forum, discussing issues in common with the ministerial
conference, formulates recommendations to advance the issues
on its agenda. Following the two conferences, these decisions
and those taken by the Foreign Ministers are implemented at
the regional, country and community level, through a process
of citizen/government engagement.
