Asian Regional Workshop of Non-Governmental Process

for the Community of Democracies


On October 5th and 6th, 2004, the Taiwan Foundation for Democracy (www.TFD.org.tw) held the Asian Regional Workshop for the Non-Governmental Process for the Community of Democracies in Taipei, Taiwan.

The workshop began with a speech by the president of the TFD, Dr. Michael Kau, and a presentation by Ms. Silvana Lauzán on behalf of the Executive Secretariat.

Around 35 members of NGOs, political parties, and political foundations of nine countries from the region attended the meeting. The Executive Secretariat was represented by Ms. Silvana Lauzán. Based on the democratic deficits identified in Lisbon in January of 2004, the proposals addressed the problems linked to the following challenges:

  • fight against corruption (political corruption, bureaucratic corruption, the social environment of corruption);
  • governance systems and accountability (the autonomy of the institutions, local government, national security);
  • civil society and public affairs (civil society development);
  • and, finally, the development of democracy in closed societies.

This final document with the proposals, as well as the other final regional documents, will be presented to the Governments in the Ministerial meeting that will take place in May 2005 in Santiago, Chile, and they will also be compiled and published by the Executive Secretariat in 2005.
