The North American workshop was the last of several regional workshops in Asia, Europe, Africa, the Middle East, and Latin America convened by the NGO Executive Secretariat for the Community of Democracies’ Third Ministerial Conference. Entitled: “The North American Perspective: Democratic Deficits at Home and Abroad,” the workshop was held at American University on January 26, 2005.

The conference had four panels – one for each of the three countries of North America (Mexico, Canada, and the United States) and the fourth to summarize the proposals and offer ideas to strengthen democracy world-wide. Each of the country panels examined the democratic performance of their country with reference to three criteria: democratic engagement (elections, etc.), inclusion (minority rights), and transparency (of governance and enforcement against corruption).
