Arthur W. Spengler

Arthur W. Spengler combines twelve years of full-time university teaching experience with a 22-year career in policy development and public management. His areas of specialization include policy analysis, public management, public budget policy, and state & local government policy.

Dr. Spengler was Professor of Practice of Public Policy at Duke University’s Sanford Institute of Public Policy (1999-2006). Previously (1992-1997), he was Assistant Professor of Government and Politics at George Mason University. His areas of specialization include public policy analysis, public budgeting and finance policy, local government management and policy, and the legislative process.

He received his Ph.D in public policy from George Mason University and his Bachelor of Arts and Master of Arts degrees in economics from Fordham University. His book, Collective Bargaining and Increased Competition for Resources in Local Government, was published in 1999.

Following two years of military service as an Army captain, he began his government service as a policy analyst for the federal mass transit administration (1969-1972). He then served nineteen years (1972-1991) on the staff of the county council for Montgomery County, Maryland, serving as its staff director for eight years. In that role he was a principal policy advisor and the manager of a 65-person staff providing policy analysis and administrative support for the council’s multi-faceted work program: enacting local laws; approving capital and operation budgets, levying taxes; approving personnel policies and collective bargaining agreements; exercising planning, zoning and subdivision powers.
