African Leadership Council
African Leadership Council Mission Statement
Mombasa, 20 March 2004


Good leadership is a precious commodity. In order to achieve that objective, the Kennedy School of Government, as a first step in 2003, invited a group of distinguished and experienced leaders of Africa to discuss what should be done to strengthen and nurture leadership in Africa. Collectively, they include former heads of state, heads of government, and cabinet ministers. They decided that:

In order to encourage high quality elected leadership in Africa, the African Leadership Council shall:

  • Assist the African Union, NEPAD, the UN, individual countries, and individual leaders, as requested, concerning leadership best practices;
  • Organize capacity building for elected African leaders;
  • Maintain and update the Code of African Leadership;
  • Organize forums on and research about African leadership;
  • Meet regularly as a Council to review the state of African leadership and make recommendations, as required.

The African Leadership Council consists of its founding members, chaired by President Sir Ketumile Masire of Botswana, and others—representing all parts of Africa—who shall be invited to join.
