It appears
from their May 23 op-ed column, which called for "an
Alliance of Democratic States," that Ivo H. Daalder and
James M. Lindsay were unaware that one already exists.
The Community
of Democracies was organized in Poland in 2000 at an international
meeting of ministers from more than 100 countries. They adopted
the "Warsaw Declaration," defining democracy and
committing the signators to its principles.
A second
conference was held in Seoul in 2002. It issued a plan of
action that included a call for "democracy education"
worldwide.
The Community
of Democracies meets next year in Santiago, Chile.
