Statement by the Latin American & Caribbean Network for Democracy in response to the political crisis in Honduras

The Latin American & Caribbean Network for Democracy, comprised of activists and civil and social organizations that promote democracy in our countries and in our region, expresses its profound concern for the grave political crisis that the Republic of Honduras has experienced over the past few days.

Considering that the purpose of our network is to provide support and solidarity to groups and individuals in situations where democracy is in danger, we reject and condemn all actions aimed at breaking the constitutional order of the Republic of Honduras and the violent removal of the democratically elected President.

Likewise, we reject the anti-democratic positions promoted by the Honduran Government that led to this crisis, particularly the practice of changing the constitutional rules to favor the President. We ask for the cessation of persecution and imprisonment of political actors without the opportunity of a legal trial.

The Latin American and Caribbean Network for Democracy also expresses its categorical rejection of any form of military intervention in the countries of our region. The use of violence and assault in our history has left behind only blood and backsliding.

The Latin American and Caribbean Network for Democracy vehemently calls on all actors in the Honduran conflict to guide themselves with rationality and moderation, to promote a peaceful, not violent, solution based on national dialogue free from external interference. This solution should be respectful of democratic institutions, the rule of law, the Constitution of Honduras, the Inter-American Convention on Human Rights, and the Inter-American Democratic Charter.
We respectfully urge the Organization of American States to use its good offices to listen to all parties involved in this conflict and, through a sincere and respectful dialogue, to help find a solution that does not weaken, but rather strengthens, the state institutions of the Republic of Honduras, and ensures that the peace, freedom, and de fense of human rights, to which our Honduran brothers and sisters aspire, prevail.

We support the urgent call of the Inter-American Commission on Human Rights to have the democratic order restored in Honduras, and that respect be given to human rights, the rule of law, the Inter-American Democratic Charter, and the unrestricted right to free expression.
Finally, in these difficult moments, we send our message of solidarity to the Honduran people, and especially to those civil society organizations whose arduous work in favor of the highest ideals, principles, and practices of democracy have been and continue to be fundamental to the strengthening and consolidation of democracy in the Republic of Honduras.

Comunicado de la Red Latinoamericana y del Caribe para la Democracia
en relación con la crisis política en Honduras

La Red Latinoamericana y del Caribe para la Democracia, conformada por diferentes activistas y organizaciones sociales y civiles que promovemos la democracia en nuestros países y en nuestra región, manifiesta su profunda preocupación por la grave crisis política que se ha vivido en la República de Honduras durante los últimos días.

Considerando que nuestra Red tiene como finalidad proveer apoyo y solidaridad a individuos y grupos en situaciones donde la democracia está en peligro, nuestra Red rechaza y condena todas las acciones encaminadas a romper el orden constitucional de la República de Honduras y la separación violenta del Presidente electo democráticamente.

De la misma manera rechazamos las posturas antidemocráticas promovidas desde el Gobierno que desembocaron en esta crisis, en particular la práctica de cambiar las reglas de juego constitucionales para favorecer el presidente en ejercicio. Pedimos el cese a la persecución o encarcelamiento de los diferentes actores políticos sin haberles dado la oportunidad de un juicio legal.

La Red Latinoamericana y del Caribe para la Democracia quiere expresar su rechazo categórico a toda formula de intervención militar en los países de nuestra región. El uso de la violencia y las vías de hecho, sólo han dejado en nuestra historia sangre y atraso.

La Red Latinoamericana y del Caribe para la Democracia hace un llamado vehemente a todos los actores del conflicto en Honduras para que se guíen por la sensatez y la moderación promoviendo una solución pacífica, no violenta, sobre la base de un diálogo nacional y libre de interferencias externas. Dicha solución deberá ser respetuosa de la institucionalidad democrática, el Estado de Derecho, la Constitución Política de Honduras, la Convención Interamericana de Derechos Humanos y la Carta Democrática Interamericana.

Respetuosamente instamos a la Organización de Estados Americanos para que interponga sus buenos oficios a fin de que, escuchando a todas las partes involucradas en este conflicto y a través de un diálogo sincero y respetuoso, se encuentre una solución que no debilite y por el contrario fortalezca a las Instituciones del Estado de la República de Honduras y prevalezcan la Paz, la defensa de los Derechos Humanos y la Libertad a la que aspiran nuestras hermanas y hermanos hondureños.

Apoyamos el llamado urgente de la Comisión Interamericana de los Derechos Humanos a que se restaure el orden democrático en Honduras y a que se respeten los derechos humanos, el Estado de Derecho, la Carta Democrática Interamericana y el respeto irrestricto del derecho a la libertad de expresión.

Finalmente en estos momentos difíciles enviamos nuestro mensaje de solidaridad a todo el pueblo hondureño y especialmente a las organizaciones de la Sociedad Civil cuyo arduo trabajo en favor de los más elevados ideales, principios y prácticas de la democracia ha sido y es fundamental para el fortalecimiento y consolidación de la República de Honduras.
