Bi-partisan Election Reform in the United States

The final report from the Commission of Election Reform, co-chaired by former Secretary of State James Baker and former President Jimmy Carter offers recommendations on how to strengthen American democracy.  The report offers measures that can be taken in order to strengthen public confidence in the electoral process.  Examples of building public confidence include ensuring that paper trails are produced by electronic voting machines so that audits can be done and that voter registration lists can be incorporated nationwide.  Methods of ensuring smoother elections are outlined in the report.  For example, the report argued for state (as opposed to local or municipal) oversight of elections.  Beyond recommendations for voter registration, voter identification, and voting technology, the report also recommended the formation of nonpartisan electoral administrative bodies as well as methods to increase civic participation and education.
