Introduction and Participants

Twenty civil society activists, academics and political party representatives, from eleven countries including Brazil, Mexico, Colombia, Peru, Bolivia, Argentina, Canada, the United States and host country Chile came together in Santiago, Chile for a two day dialogue on democracy in the Western Hemisphere. The Roundtable took place from April 26-27, 2007 at the Economic Commission for Latin America and the Caribbean (ECLAC), Santiago, Chile. It was held under the auspices of the Nongovernmental International Steering Committee (ISC) of the Community of Democracies. Its goal was to provide concrete recommendations to the Community of Democracies Ministerial to be held in November 2007 in Bamako, Mali on how to strengthen democracy in the region. One of the concerns expressed by participants was with the failure of democracy in the region to fulfill the high expectations of citizens for social and economic improvement. It was agreed at the Roundtable, that PARTICIPA would continue to coordinate the network in the Americas established in Santiago.

The specific objectives of the meeting were to:

  • Disseminate information about the latest developments of the CD governmental and non-governmental process
  • Learn about and discuss the results of the research carried out by a panel of experts on the democratic progress and setbacks in countries of the world, with a special focus on countries from the Americas; discuss the invitation criteria to the Ministerial Conference in Bamako
  • Analyze the quality of democracy in the region and consider the governmental commitments and the non-governmental proposals prepared for the Santiago Ministerial Conference in 2005, selecting those that should be reinforced and submitted again to the Governments for their consideration, as well as new proposals for CD action at the Ministerial Conference in Bamako
