In June
of 2004, the Saudi royal family began an "ambitious experiment"
in democracy for their people. Under mounting pressure both
externally, from the Bush administration, and internally,
from increasingly violent Muslim militants, the government
has found a potential resource to calm all forces involved:
local elections. Undoubtedly, the hope of the government is
to increase its legitimacy before the international community
and its own people.
