Zimbabwe
to Outlaw Groups That Promote Human Rights
New
York Times, December 10, 2004; Michael Wines
By a vote
of 48 to 28, the Zimbabwean Parliament approved legislation
on December 9th that would ban any foreign and foreign-supported
nongovernmental organizations that have as their objective
the promotion of human rights in Zimbabwe. Mugabe has referred
to the groups as “conduits of interference in our national
effort” – continuing his fight against what he
has termed a Western plot to restore colonial rule. The article
goes on to note: “The law… promises to decimate
the work of many civic groups whose survival rests on foreign
contributions”
