The second Community of Democracies Non-Governmental Forum met in parallel with the Ministerial Conference, under the auspices of the Korean NGO network, the Sejong Institute and International Planning Committee composed of an NGO from each of the ten Convening Group Countries. It was attended by 250 NGOs (non-governmental organizations), trade unions, business representatives, political leaders and other practitioners of democracy from 60 countries.
