James N. Purcell, Jr.

James N. (Jim) Purcell’s public affairs career, spanning every U.S. Administration from President John F. Kennedy onward, has brought him into humanitarian action in every region of the world.  Noteworthy career highlights to date include the direction of two of the world’s most involved humanitarian organizations, the State Department’s Bureau for Refugee Programs (where he served as Assistant Secretary of State) and the Geneva-based International Organization for Migration (where he served as Director General).  Previously, he was senior career official of the U.S. Office of Management and Budget.  He now advises governments and organizations on international migration and humanitarian affairs.  In addition to service on the Board of Directors of the Council for a Community of Democracies, he is presently on the Boards of a number of humanitarian and faith-based agencies dealing with global relief and development.  He also advises the Institute of Study of International Migration at Georgetown University.
